Objectives:
- Management and coordination of entire project
- Preparation of final project work plan (including final time diagram, tasks of working groups, deliverables, etc.)
- Organisation of internet based communication system
- Preparation of newsletters
- Organisation of surveys and interviews
- Data management
- Organisation of project seminars and workshops
- Preparation of project reports
- Dissemination of information about project activities and achieved results
WP2: Elaboration of an appropriate baseline scenario and ex-post analysis of programme direct and indirect impacts
Objectives:
- Further development and application of specific methodologies allowing for an ex-post evaluation of individual RD measures (programme impact) by disentangling programme effects from other exogenously determined factors.
- Calculation of programme direct and indirect effects
Specific objectives:
- A non-biased derivation of different baselines (each for a selected RD individual measure)
- Application of a suitable quantitative methodology for assessment of the direct and indirect impact of individual RD measures (e.g. investment, infrastructure, training, environment, etc.)
- Testing the applicability of the propensity score matching-double difference (PSM-DD) methodology for an ex-post evaluation of EU RD programmes
- Comparing results obtained from PSM-DD technique with traditional methods used to evaluation of EU RD programmes
WP3: Derivation and econometric estimation of a Rural Development Index (at local and regional levels)
Objectives:
- Examining existing regional disparities in the well-being of rural populations by means of derivation and empirical application of a Rural Development Index (RDI) as a quantitative measure of the level of economic, environmental, and social inequalities in individual rural regions
- Testing suitability of various economic, environmental, and social components of the RDI
- Development of suitable methodologies linked to construction of a RDI (e.g. objective vs. subjective indicators and their weighting, building of a composite welfare index, etc.)
- Testing the applicability of a RDI for the assessment of EU RD policies
WP4: Quantitative analysis of rural networks in selected regions
Objectives:
- Identification of network structures that enhance or impede the effectiveness of different RD-programmes
- Identification of innovative RD-policies improving the existing rural network structures in terms of access to information and learning, cooperation capacities, access to external markets, etc. (necessary adjustment to the change of framework conditions determining development of rural socio-economic systems)
WP5: Development of quantitative methodology enabling assessment of the impact of alternative policies to be used in ex-ante programme evaluations
Objectives:
- Further development and application of specific methodologies allowing an ex- ante evaluation of individual RD measures (programme impact) by taking into consideration the impact of tangible and intangible factors (network structures)
- Identification of specific impact of innovative RD measures improving local network structures
Specific objectives:
- Identification of the impact of specific tangible and intangible factors in rural development (a quantitative analysis)
- Simulation of the impact of specific tangible and intangible factors on the effectiveness of individual RD measures
- Identification of new RD measures improving local network structures
WP6: Comparison of results from the application of two different methodologies (qualitative vs. quantitative methods)
Objectives:
- The main objective of this part of our research is to validate techniques applied in this study by comparing programme effects calculated using quantitative methodologies described above with results obtained through interviews and surveys among programme beneficiaries and to provide policy recommendations in this respect
