WorkPackage 2
Data on units supported from SAPARD
Data on agricultural producers, agro-processing enterprises, NGO, local initiatives and other
units supported by SAPARD (in a form of business plans, activity reports and others) in Poland
and Slovakia will be collected anonymously in selected rural regions in a close cooperation
with respective governmental organisations, i.e. Agency for Modernisation and Restructuring of
Agriculture (former SAPARD Agency in Poland) and the Agricultural Paying Agency (former SAPARD
Agency in Slovakia).
Data on units not supported from SAPARD
Data on agricultural producers, agro-processing enterprises, NGO, local initiatives and other
units not supported by SAPARD will be collected anonymously using existing data bases, i.e. data
on bookkeeping farms, agricultural census data, various databanks of statistical offices (at regional
and local levels) in Poland and Slovakia. This data will be retrieved and made available in a
suitable form for relevant comparisons.
Data on economic, environmental and social development of rural areas and regions
Respective data and indicators showing economic, environmental and social aspects of development
in individual regions is generally available in both countries, i.e. Poland and Slovakia and will
be retrieved from national and regional statistics as well as existing databanks (including
communities and regions, general and farms census data) at NUTS 2-5 levels.
WorkPackage 3 - Rural Development Index (RDI)
Detailed data on regional structure, endowments and performance including socio-economic indicators
will be utilized to calculate respective performance indicators and to derive a Rural Development
Index at the regional level. The majority of this data is available in form of regional statistics at
NUTS 2-5 levels for the period from 1996 to 2005 in Poland and 1999 to 2005 in Slovakia.
WorkPackage 4 - Social-Network-Analysis (SNA)
A set of network data as well as data regarding specific characteristics of firms, households and
governmental and non-governmental organizations operating at local level will be collected through
surveys. In particular, the following three surveys will be conducted:
Business survey:
The business survey will embrace some standard data on firm specific revenue and cost structures as
well as data on economic transfers and social relations to other firms at various geographical scales,
including communication and information relations. Moreover, data regarding firm relations with
governmental and non-governmental organizations will be collected, i.e. membership in or other
affiliation with these organizations, etc.
Household survey:
The household survey will include standard data on household characteristics and income generation
and expenditures as well as data on time allocation, access to labour markets, and social relations
between households, including communication and information relations. Moreover, data regarding
households' relations with governmental and non-governmental organizations will be collected, i.e.
membership in or other affiliation with these organizations.
Policy network survey:
The policy network survey will contain data on network relations among governmental and
non-governmental organizations. Analogously to standard policy network analyses, information on
issues like reputation, information, coalition, exchange, and social relations networks will also
be collected. Relevant data on organizations will be assembled at the local and regional levels.
WorkPackage 5 - Multi-Agent-Model (MAM)
To calibrate the MAM-SNA model, a set of network data as well as data regarding specific
characteristics of firms, households, and governmental and non-governmental organizations operating
at the local level will be utilized.
The data not available from existing standard regional statistics will be collected through additional small-scale surveys:

WorkPackage 6 - Comparison of results from the application of various methodologies (qualitative vs. quantitative methods)
Data collected during ex-ante and mid-term evaluations of SAPARD programmes will be supplemented
with some additional interviews on programme impacts.
